Roles and
Responsibilities
The Chicken Farmers of Saskatchewan (CFS) collected approximately $427,000 in check-off revenue for 2004. The CFS uses this money to manage both its administration office and the supply management system in Saskatchewan. The supply management system is in place to avoid a dramatic swing in chicken prices. Management activities for this system include:
- negotiating Saskatchewan's quota levels with the Chicken Farmers of Canada;
- negotiating price levels with local processors; and
- developing a long-term strategic focus for Saskatchewan 's chicken industry.

Membership
Membership
to the CFS is limited to Saskatchewan chicken producers who hold
quota rights. The Chicken Farmers of Canada (CFC) allocate quota
to the CFS, who in turn distribute this quota to Saskatchewan
producers wanting to purchase quota for their production facilities.
No one person/corporation may own more than six per cent of provincially
allocated quota.

How the
agency works
The CFS operates
on a non-refundable check-off that all registered chicken producers
are required to pay when product is sold. The
board of directors, comprised of elected registered producers,
oversees the operations of the CFS. The board’s purpose
is to determine the direction of the Saskatchewan chicken industry
by allotting funding for development activities and administering
the supply management system.
In May of
2000, the Lieutenant Governor in Council removed the powers
of the board, providing them to the Minister of Agriculture
and Food. The Minister has delegated those powers to an Administrator,
who is responsible for ensuring that the CFS achieves its expansion
goals. |

1. Saskatchewan Completes Doubling of Production in 2004 |
|
In 1998, the Saskatchewan chicken industry signed an agreement
with the Chicken Farmers of Canada (CFC), allowing Saskatchewan
to double its chicken production over a five-year period
(1999 to 2003). All quota for this expansion was allotted
to producers by the end of 2001. This expansion was delayed
past 2003, however, due to an increase storage stocks in
Canada and downward pressure on prices, producers across
Canada were forced to reduce production to alleviate these
pressures. Despite this set-back, Saskatchewan was able to
successfully complete the expansion in 2004.
NOTE: Any new quota allocated to Saskatchewan will be negotiated
between the CFS and the CFC.

Government appointed Administrator In May
