Roles and Responsibilities

The Saskatchewan Winter Cereals Development Commission (SWCDC) was established in August, 2006 and began collecting check-off on October 1, 2006. The purpose of the SWCDC is to collect a refundable check-off from producers to fund research and development that is intended to research new market opportunities, improve yields, decrease input costs, increased demand and create an overall better product.

 

How the agency works

The SWCDC is funded by a check-off of $0.50 per net tonne of winter cereals marketed at the first point of sale. Winter cereals included under the plan are winter wheat, fall rye and winter triticale. All winter cereals sold, excluding winter cereals produced and consumed on the same farm and winter cereals produced and marketed for the purpose of planting seed, are subject to the check-off. The check-off rate is determined by order of the commission. From the levy raised, the agency performs research and development activities that are intended to reduce producer's costs of production, increase yields or develop new markets.

  • 2,200 winter cereals producers in Saskatchewan
  • 400,000 acres in production in 2004-05, the vast majority being winter wheat and fall rye
  • Average yield in 2004-05: - winter wheat 38 bu/ac - fall rye 41 bu/ac - winter triticale 47 bu/ac
