Roles and
Responsibilities
The Saskatchewan Broiler Hatching Egg Producers' Marketing Board (BHE) collected approximately $104 thousand in check-offs in 2004. The agency uses this money to manage its administration office and to manage the supply management system in Saskatchewan. The agency is responsible for managing the supply managed system in Saskatchewan, which includes negotiating price levels with local processors and developing a long-term strategic focus for Saskatchewan's hatching egg industry.

Membership
Membership in the BHE is limited to Saskatchewan producers
who have quota rights. Quota in the province is allocated by the
board, which, in conjunction, works with the Chicken Farmers of
Saskatchewan and the local processor to determine the provinces
hatching egg requirements. Quota is then allocated to producers
on the BHE registered producers list. Saskatchewan producers purchase
units of quota rights for their establishments. There is no limit
on the provincial quota that any one person/corporation may own.

How the
agency works
The BHE is funded by a non-refundable check-off that all registered
hatching egg producers are required to pay. An elected board of
directors is oversees the system. All directors must be registered
chicken producers. This group of piers determines the direction
of Saskatchewan chicken industry and continues to fund research
and development activities intended increase productivity and
profitability for producers.
In May of
2000, the Lieutenant Governor in Council removed the powers of
the CFS, providing them to the Minister of Agriculture and Food.
The Minister has delegated those powers to an Administrator. The
Administrator is responsible for ensuring that the CFS achieves
certain expansion goals.

In May of 2000 the Lieutenant Governor in Council assigned the powers of the Saskatchewan Broiler Hatching Egg Producers' Marketing Board to the Minister of Agriculture, Food and Rural Revitalization. The Minister then delegated those powers to an Administrator. The Administrator's main responsibilities are to assist in resolving the differences between the Chicken Farmers of Saskatchewan Board and the Saskatchewan Broiler Hatching Egg Producers' Marketing Board over implementation of the Memorandum of Understanding between the board and Agri-Food Council to drive the Expansion Agreement of 1998. The Administrator has focused on the following goals over the past year:
- Resolution of outstanding issues;
- Implementing the Conversion Agreement with the Chicken Farmers of Saskatchewan;
- Implementing modifications to the regulations; and
- Developing an appropriate governance framework for the industry.
